TDS on compulsory acquisition property

One person's property compulsory acquired by government, And property is situated in rural area.But person have not submitted his PAN
to government,then government deduct tds on his income then how should I claim that tds? And which return form is to be filled by that person, and the same person is a farmer and he didn't file any return till now

i think compulsory acquisition of agriculture land is exempt u/s 10(37).....then y vl govt. deduct tds?
yes you are right in this regard but what happened when tds has deducted?
as pan has not been given while dediction.....he cannot claim for tds deducted....
