tds on bill including freight

supplier raised bill with freight charges.
then we required to deduct TDS on freight amount.. or not.

why not only on freight bill

Tds is not deducted on purchase bill,but on expense bill.If there is expense bill and freight is included in it.then Tds should be deducted on whole bill including freight
