TDS for the month of march

TDS rules are different from income tax payment rules, 

if you dont pay TDS and file return of TDS well before the incometax return, how you will issue form 16/16A to the party , and on what streength he will claim the TDS deducted as set off / refund?

TDS is always to be deposited in time and return should be filed properly so that the deductee can get benefit of the tax deducted and deposited.

as TDS is the money of the deductee, against which we have booked the expenses, and no part of money is involved of deductor, so how it will reduce the working capital of the deductor, when its not at all the money of dedctor?

TDS SHOULD BE DEPOSITED AT TIME BECAUSE IT IS YOUR LIABILITY TO PAY TDS . IF YOU DONT PAY TDS TIMELY THAN HOW CAN THE PERSON WHOSE TDS IS DEDUCTED CAN CLAIM TDS IN HIS REFUND?
