Yes.
Section 51 states any payment made under a contract if value of contract exceeds 2.5 lakh.

No... No need to deduct tds under gst for advance or any other payments...

The TDS provisions applicable to govt and it's related entities.

Yes TDS provisions under Gst applicable only when the receipt is govt entity.
