i m purchase material from UK for sale in indian tds applicable on payment of this material in pound ??

No... TDS not applicable if purchase of Goods...

I don't think any TDS provisions are applicable on ebook purchases - on payment made either locally or foreign supplier.

No need to pay TDS. E-Book purchase is not services...
