if any tds which is deducted in PY if not claimed by assesee in related AY...

for eg.if tax ded. at source rs 8810 in FY 2008-09 and his income not exceeds the maximum amount not chargeable to tax in such FY..and due to some reasons he dint filed the return and also he was surrenderd such pan card from which he was filing earlier returns due to some reasons and again he apply for new pan in FY 2009-10 ...so plss tell me whether he can claim such tds in FY 2009-10 or not ...??

No. He can't claim it in 09-10. Better way is to file ITR of 08-09 now as belated return and claim the TDS. But if the TDS was deducted on old PAN, then it will create problem. SO better to file manual return, and claim the TDS. And at the time of assessment, do write an application about this matter to ITO and make him aware about all these things. They may allow you the TDS. But let me tell you very frankly, practically, all these things will cost you mpore then your refund, so you may not get much benefit by all this exercise.
