1. Can be claimed refund on Belated return?
2. If TDS is not deducted in any quarter, is it necessery to file Nil TDS return or not ?

Refund Can be claimed in Belated Return & no need to file NIL Return for TDS.

yes, you can claim refund of income tax ( in case of excess prepaid taxes, excess tds) for belated income tax return also.
Its not necessary to file nil tds returns.

Hello Kapil,
You Can Claim Refund in belated Return.
In case of TDS Return.
According to Provision :
Deductor will be liable to pay by way of fee of Rs 200 per day till the failure to file TDS statement continues, However, the total fee cannot exceed the amount of TDS deductible for which statement was required to be filed.
But in NIL return tax liabilty is 0.
According to that interpretation there is not mandatory for filling of TDS Return.
