Taxable value in Shipping bill in case of export with payment of IGST

We are merchant exporters. We have purchased goods on payment of Normal rate of GST @ 18%.

We export the same with payment of IGST.

My query is which amount is going to reflect as taxable value in shipping bill.

- The taxable amount which we paid while we purchased the goods to supplier.
or
- The FOB value.

Please suggest.

But our CHA is insisting on purchase value to be shown as IGST paid in shipping bill
Just imagine if you buy 25 different items and export manufactured goods made out of such 25 different goods.....are we supposed to declare purchase value of each such inputs.
We are merchant exporters. We buy from manufacturers or traders. The CHA told FOB value can be used only by manufacturer exporter. We being merchant exporters have to show in shipping bill the IGST actually paid while we purchased goods.
Kindly ask for Custom notification. Also have a second opinion from another CHA.
