hi,

GST tax, based on the goods delivery or based on billing address.

example: I'm sending a products to end consumer, but I'm billing to company. now this transaction applicable for B2C OR B2B.

If you are raising the bill to customer then it is B2C bill.
If the bill contains gstin number and company name of the buyer then It is B2B bill.

this is B2B .  because you mention GSTIN ,

As you are billing to the company, then you must raise B2B bills.
but I'm dispatched the items to end consumer
It's B2B supply based on bill to ship to module...
The supply made from the Buyer's intended to Consumer...
You ll invoice to Company...
