Suo moto cancellation gst no

Dear sir

My relative recieved SCN for cancellation of gst no due to non filing of return  dated 25th october 2021 and cancellation order on 26th nov 2021. He was unaware of it and asked Gst practioner to cancel the gst no. Practioner Said he had bribe the gst officer and asked him to give back date suo moto cancellation order 

Is it possible?
