l am a distributor of a seed company l want to transfer some stock of same company to another distributor in same district
is this is chargeable

if the pan and GSTN is same then not taxable if the supply is in the same state

Mr.Govind Kumar, since you are supplying goods to another distributor (Although at your cost price), GST is applicable.

but there are no tax in seed in GST than tax will be charge in stock transfer

If the seeds are NIL rated, you dont need to pay/charge any gst tax.
