Stipend

The moment I told my principal that ICAI has raised the stipend he told me that since you are registered in UTTARPARA office which is supposed to be his residence we won't get the benefit. I am working in his another office at Kolkata. Can I get the benefit of increased stipend?? Moreover he has paid stipend for past one year on the basis of previous stipend rate.
