You are exactly. It's called Steel Cuboard and Steel 'B'row. Also above said Steel Brow is in 9403.
And the 7323 is not include the Steel brows. 7323 is House hold items like tumbler, Seshaaw, Spoons and some others (I don't the names in english. But i have tamil name House holds items.
