Should We Claim ITC On Branch Transfer

Dear Sir,

We have Multi Branches and transfer material 1 state to other state. But Branches don't pay amount to each other against that Invoices. All india Debtors payment rec'd. in Head office Bank Account.

ITC Will claimable against branch transfer input ? bcs company don't rec'd. consideration against outward Supply.
