Sevice tax on works contract

Dear sirs,

one of our client going to opt compounding of service tax   and he is giving subcontract of his work. Subcontractors are chargingservice tax on their bills. He have doubt whether he is required to service tax. Because his subcontractors are paying service tax for the work from him .

WORK CONTRACTOR IS SUPPOSED TO CHARGE SERVICE TAX DESPITE SUB CONTRACTOR IS PAYING SERVICE TAX.
