Sir I want to know since when reverse charge mechanism on transportation charges become applicable n is it have retrospective effect or not? Because my transportation agency, considering benefit in voluntary service tax payment scheme, is forcing us to pay his service tax

Reverse charge on GTA services was applicable before recent changes also. From 1/7/13 some other services were added under reverse charge mechanism.
For VCES you have to go for that scheme, because service tax you were liable only at that time, so that cant force you, you have to pay or opt for VCES.
In VCES you are to pay tax liability as per provisions stated during the whole period w.e.f 01-10-2007 to 31-12-2012. You are to compute your liability as per laws prevailing at different time.
Reverse charge becomes applicable from 01.07.12.
VCES scheme becomes applicable for 10.5.13. This scheme is applicable for those who has not complied with Rules and Regulations of Service Tax Act,1994 either knowingly or un-knowingly. By complying this scheme, they can relieve themselves from Penalty, Inetrest and also from immunity.
