A person is providing services from Head Office in Delhi to outside Delhi. Does he need to open branch in every state where he provides the service?

It is not necessary. From one centaral office also you can issue invoices and pay taxes(ST)....MJK
I BOOKED UNDERCONSTRUCTION COMMERCIAL OFFICE IN SEPT 2008, WITH ALLOTMENT LETTER FROM DEVELOPER. I PAID 40% THEN IN 2008-2009. NOW IN AUG. 2014 OCC HAS
COME, SO BUILDER IS ASKING BALANCE.PLUS 3.09% S. TAX ON AGREEMENT VALUE.
ACTUALLY ONLY ON BAL. 60% S. TAX SHOULD BE TAKEN, AS SERVICE BEFORE 1/7/2010
WAS NOT APPLICABLE. NEXT 1% VAT SHOULD BE SAME LIKE S. TAX - OR 1% OF AGREEMENT VALUE. BUT DEVELOPER IS ASKING 1% OF BUILT-UP VALUE AS PER READY RECKONER - WHICH IS MORE THAN DOUBLE THE PRICE IN THE AGREEMENT.
I AM VERY CONFUSED, COULD YOU PLEASE CLARIFY - MY DOUBTS.
