Will anybody explain me whether a manufacturing companycan avail input service tax credit of service tax paid on PA policy of employees? Total Service tax paid is Rs. approx. 40000.

I think you are asking about Cenvat Credit benefit of Service Tax paid for Insurance on Employees.
It is not possible/eligible , because it is for Welfare benefit of Employees, no way connection to Manufacturing activity.
