Service tax is to paid on bokking of sales or receipt which ever is earlier in case of associated enterprises.

If A raised the sales bill on B . And A paid the service tax on booking basis . Can B claim the service tax credit without making the payment to A

please suggest

No.  Payment for the bill has to be made.  Because the billed amount along with service tax should be paid.  Then only credit can be availed.
