This is with reference to the recent notification regarding reduction of Service tax w.e.f 24.02.09,
I have a querry, does this mean if i am billing any service for the period prior to 24.02.09 even then I can charge the 10.3 or i have to stick to 12.3

Mr. Rajesh is right. The change rate is effective from the date of notification only. Prior to that use 12.36% only as service tax rate.

Dear Sir,
What about services provided prior to the date of notification but bill is being prepared after notification,
does it imply that even if I raise bill for the services rendered 2 months back , it should be charged @ 10.30 and not 12.36.
Logically its not acceptable,
Is there any clarification from department regarding the same.
