Dear all, if any GTA services provided to govt, who shall be liable to pay tax? GTA or govt under RCM?

Actually for GTA services - Service receiver has to pay Service tax as per RCM.
As per charging section, Govt is not excluded from payment of service tax
Hence Govt needs to pay service tax on the GTA services received as a service receiver...
