What will be the treatment under Ind AS of interest bearing security deposit received by an entity which need it refunded after some time?

They should recognise as a financial liability at fair value, as per Ind AS 109 and the difference between actual value and fair value is recognized as Deferred Income.
Can we treat the same to be at fair value already since it is interest bearing security deposit liability?
