if source of income is outside India and govt is payer then income is taxable but when resident is payer then income is not taxable ...why???

In case of Resident Indians : Global income is taxable i.e.income you earn in India or outside India both are taxable.

Agree with Kuldeep Singh, the section 9 specifically deals only about Non-residents. Hence, the it doesnot cover residents within its ambit as it is evident that they are taxable on that income.
