As this is not a case of reverse charge then why is it is mentioned u/s 68(2) " In relation to general insurance business, the insurer or re-insurer, as the case may be, providing such service shall be liable to pay Service Tax"

I think thats because insurance agent  is not liable to pay service tax but the insurance company

That pt. is separate, As mentioned in www.servicetax.gov.in/st-proc-home.htm the following services have been notified under Sec.68(2) of Finance Act,1994: A. the services,- (ii) in relation to general insurance business; (iii) in relation to insurance auxiliary service by an insurance agent; and
