if a employee retires on 30 June does we consider June month for calculating the last 10 month average?
and does the answer differ if employee retires on 28 june

Yes, as per income tax act, if someone retires on any day (including 30th or 28th jun as stated in question), last 10 month means all the 10 months exactly calculated including till the last working day.
