Dear Sir,
1. Sale to unregistered dealers : Normal GST Rate is applicable.
2. Purchase from unregistered dealers : As per relevant notifications (8/2017, 38/ 2017 & 12/2018), no RCM. Hence, no GST.
3. Further disclose the same in GSTR 1 separately.

Sale to Unregistered persons should be shown under B2C and B2CL on the basis of value of invoice

In case of purchase you are liable to pay as you are registered but in case of notified services, no such goods are notified which is liable under RCM.
And at present RCM on unregistered purchase is extended till 30/09/2019.
