What is the tax treatment for sale of gur? Why sale of Gur is non agri income whereas sale of jaggery is agri income?

Gur is produced by applying a process on jaggery, that is why it is goods and not agricultural produce.Tax treatment will probably like molasses i.e payable by purchaser/factory owner.
please rectify me if I am wrong.
