I provided fabric samples to my client as per his requirement .
If client doesn't place order for it, I will demand for its sampling charges.
I m a knitting fabric manufacture.

It's not supply of service... It's supply of goods and it's required hsn code as Your fabric codes...

Actually I have to pay for designing and technical, mechanical observations and also for processing for the development of particular fabric samples.

Suppose ,
fabric is 300rs per kg, but it cost me to develop is 5000rs.
should I bill him 5000rs per kg?
or 300rs kg + development charges?
