YES IT IS COVERED BY RULE 6DD ONLY WHEN THE PAYMENT IS MADE TO GOVERNMENT (CENTRAL OR STATE). SO IF THE ELECTRICITY PROVIDED BY OTHER THAN GOVERNMENT E.G. BSES, RELIANCE, TATA FOR MUMBAI, WOULD NOT BE COVERED BY RULE 6DD.
