As per revised syllabus of Risk Management CA Final New syllabus paper 6 elective, Chapter 4- Quantitative techniques are excluded from syllabus for November 2019 exam. But questions were asked in November 2019 exam from the excluded chapter related with probability, Bays Theorem, Sampling,etc. Is it really a big mistake from the part of Icai in preparing questions for the exam??

Are you sure that those questions are from 4th chapter ?
Yes, especially probability questions.. moreover I couldn't find any topic related to sampling in risk management study material itself issued by icai
