I forget to return file my Boss firm having nil transaction from July 17 to till date
what would be the procedure to close it without attracting penalty or is there any amnesty scheme for nil transaction firms

penalty upto sep.17 return are waive off. from oct 17, rs 20.00 per day penalty are applicable for gstr3b, there is no penalty for Gstr1.

It is not penalty but is Late fees.
Late fee for Nil Return - Rs. 20/day (CGST Rs 10 & SGST Rs 10)
Other than Nil return - Rs. 50/day (CGST Rs 25 & SGST Rs 25).
Maximum late fee Rs 10000 /month.
Also pay 18% per Annum interest for late payment for all outstanding payments.
Late fee is auto calculated by gst portal while submitting returns.

unless you clear your liabilities, you can't close or cancel GST registration.
