Retired BSNL employee - whether government employee for tax

One of my friends is retired from BSNL as officer in march 09. he received leave salary, gratuity etc from BSNL. Based on agreement during conversion of BSNL to a company HE receives pension directly from Dept. of telecomunication.

Can he claim exemptions of government employee. is there any circulars or case on this. please help

The employees of various Indian Government Ministries, Departments, States/Union Territories Organizations, etc can be termed as Govt. employees.

 

Employees of PSU's like BSNL, Nationalised Banks etc are not considered as Govt. employees.
