No, if there are Nil / No reportable transactions, nil response is not mandetory. There is already a clarification in this regrd last year. You can rely it.

BUT YOU HAVE TO SUBMIT THE SFT PREMILINERY RESPONSES @ REPORTING PORTAL 

Then why there is a 'No Data' option in Form 61A.
