Our company intends to set up a tool resharpening centre in Haryana ie we will be providing service to our customers. For this we plan to import the machine and install at Haryana.
Pls advise do we have to register with VAT / Sales Tax or only with Service Tax. Also if we register with Service tax can we get a road permit ST-38 form to move the machine from Delhi to Haryana?

You have to register for both Sales Tax & Service Tax Nos. Without sales tax registration you won't be issued ST-38 Inward & Outwards. Moreover, even if you don't intend to sell anything, movement of spare components on returnable basis do require sales tax registration.
Thanks for a quick reply, Just for my understanding what happens in case of a service provider for ex a cell phone service provider like Airtel do they also have to register for Sales Tax

Yes. service provider like Airtel also have to register for Sales Tax .

Can a software company not dealing in Product but involving itself in the business of application and development as per requirement need to register under VAT?
If the compnay is transferring property in goods in execution of works, registration is required.
