Registration with export promotion council

I have recently started an export company and already obtained an IEC number. My question is: is it mandatory to get my comany registered wih Export Promotion Council for exporting leather goods (basically finished goods and not raw material). Also, I came to know that the goods to be exported are exempted from Sales Tax and Central Sales Tax of India. Do I need to get myself register with Sales Tax authorities explicitly? Or is it automatically done in the process of creation of LLP?
