Can a Person who is in export of service only, allowed to enjoy 20lakhs/10 lakhs turnover limit for registration?

No. He has to mandatorily register under GST.

Yes you enjoy threshold of 20 lac .... As per Notification 10/2017 IGST , can supply taxable services upto threshold limit prescribed in Section 22 of CGST Act
