Registration for membership(newly qualified ca)

Hi, 

I have cleared CA final in January 2012. My article ship registration is in WIRC and I did my article ship from Pune.

I want to enroll myself as member,  my current and permanent address is in Jabalpur with comes under Central region .

My questions are 

1) Where shall I apply for Membership at WIRC or CIRC. 

2) DD should made in which name and where it should be payable.
