My friend doing a Export Scrap (Waste colour cloth & Banian bits) business, in this case sales is not morethan 2 lakhs per annum. He his required to take Registration in this act? If yes tell me the reason.

export activity is comes under CST Activity, you have to take compusorily registraction under KVAT Act if the turnover is crossed morethan 1 lakh rupees/annum
