Regarding Non TDS Deduction Certificate of Transporter

Dear all,

To not deduct TDS from Transporters payment made during the financial year 2019-20 which financial year to be mentioned on Non TDS Deduction Certificate. For e g If we made payment of transporter on 24-12-19 means during the F Y 2019-20 & He has given us Non TDS deduction Certificate mentioning that he has possessed less than Ten vehicles during the F Y 2018-19 & put date on Certificate is 10-04-19. Is this period is right or wrong. Please explain
