Regarding Itc
I have take the contract of cycle stand of railway and In which we have paid the gst but at the time of taking contract I have no gst registration number now we have take the gst . in this case we can utilize the ITC for said amount

You can claim by filing ITC 01 form
no you can not take credit as it is not input it was input service
