Regarding input of 2018-19
Agar kisi party ne 2018-19 me koi 3b return nahi dala to kya wo ab return file kerne ke sath input claim ker sakta hai 3b me baad me koi issue hoga kya

Input Tax credit for F.Y 2018-19 can be claim up to filing date of September 2019 month GSTR- 3B return that is 20/10/2019 . So no way ,you can claim Input Tax credit now .
No you cannot claim ITC for 2018-19 now .

Sept month ki return main usay show Kar do ki aap ney Woh credit September month ley liya hai. For Eg. Agar aap ka sept2020 month Ka total credit 100 hai aur 2018-19 Ka credit 10 hai Jo aap sey miss go Gaya , toh sept-2020 month consider Karo ki 10 aap Ka miss ITC hai aur aapp ney sirf 90 hai claim kiya sept 2020 aur 10 aap ab claim Kar Jo ki sept2020 Ka maan lo.
