Regarding deduction of tds

Dear friends i want to know that one of my client who avail the staff development programe organised by indian institute of banking, whether this attract TDS? if yes then tell me section also in which Staff development payment attract TDS?

Dear Vaibhav,

TDS need not to be deducted.

Actually Party mentioned on his bill, separately TDS & service tax but our client after that did not deduct TDS.. so is it correct?
