I want to get change my office address from Delhi to Noida. For which i required to fill form 18 downloaded from mca site. I need whther it is mandatory to sign it digitally and e-filing. Pls tell me the process.

Yes u need to sign but i think when u r changing the registered office from one state to another so only filing of form 18 would not suffice. You have to follow the complete process of changing of registered office form one state to another.

As u r changing state u would require CLB permission.
Agreed as above, however now power are delagated to ROC.

agreed from above, you need to follow all the compliances regarding shifting registered office from one state to another, then sign and file form 18.
