Refund Unutilised ITC at branch in case of Export from head office

dear expert.

ABC pvt ltd has head office at Maharashtra and branch office at Delhi,
Both places are registered under GST.

ABC pvt ltd provides export services only.
No local transactions.

all the billing done from head office at Maharashtra but expenses incurred at branch office also.

how can we claim the refund of ITC available at Delhi branch since there is no turnover at there.

First of all if supply is carried out in Maharashtra all the bills shall be raised for maha registration only.

However for bills already raised you may cross charge expense incurred for goods/services rendered by  HO 

Sir
sales invoices are raised from Maharashtra but expenses incurred by delhi office like rent etc are in the name of delhi Branch and ITC is available in their Credit ledger.
how can we use that ITC??
