The seller has not claimed input tax credit on the goods but now he wants to claim refund of unclaimed ITC
is it possible or only ITC has to be claimed. Although he has outward tax supplies.

Refund of ITC available only in case of 'zero rated supply without payment of tax' and supply with inverted duty structure . You have not clarified the nature of outward supply. Presuming , it does not fall under above referred, no refund of ITC
