Refund of TDS amount received in cash ladger

I work as supplier for a gov office, after meeting my tax liability with ITC available TDS deducted received at cash ledger remain unused. so can I claim refund of this excess balance in cash ledger or will it be considered non refundable under passing incidence of tax on other. please elaborate. thank you

U can claim the refund by submitting the application from to the portal with in the period of 2 years or u can be adjusted for the future tax liability
