I forgot to file income tax return for the F.Y. 2009-10 and my 26AS shows 15000 as deduction. Is there any possibility to claim my refund?

Quick Summary
If you missed the deadline to file your income tax return for FY 2009-10 and have tax deducted, you may still be able to claim a refund. You will need to submit an application for condonation of delay under Section 119(2)(b) to the Principal Commissioner of Income Tax in your region. This application should clearly state the reasons for the late filing. If the Principal Commissioner is satisfied, they will issue an order allowing you to file your return and claim the refund.
You have to file an application for condonation of delay U/s 119(2)(b) before Principal Commissioner of Income Tax of your region not before your assessing officer. Specifying the reason why you have not filed in time, If Pr.CIT satisfies he will issue order for condonation.
