can i get a claim of itc available in electronic credit ledger because now i have to surrender the gst number because of business discontinuance.

No way for claim refund for Your balance ITC.
It will be reversible if You will discontinue/ Close Your Business...

sir i have itc of 100000 but now i shut down my business and surrender my gst so according to u that 100000 lapse?
