dealer has paid GST @ 5% on sale transaction through Amazon.and Amazon collected charges along with igst @ 18%.(ITC).
can he claim refund of that excess credit?

You need to file the refund application in RFD-01 "ITC on inadvertent tax structure" After filing the refund application you need to submit proper documents to your jurisdictional officer !
