weather In gst A is liable to pay RCM?
if RCM paid under this, then A is liable for refund of that RCM or not.?

In this case import/export zero rated then the rcm paid igst, that was unutilized. so that amount of igst can be refundable or not.
If you are exporting goods or services then such itc is refundable otherwise it is not.
