Quick Summary
This discussion explores whether a GST-registered Indian business paying a non-resident for software/platform rent is liable for Reverse Charge Mechanism (RCM). It clarifies that if RCM is applicable and IGST is paid, and the business exports online advertising services, they can claim a refund for the unutilised IGST proportionate to their export turnover.

RCM payable if it is import of services.
ITC will be available
In this case import/export zero rated then the rcm paid igst, that was unutilized. so that amount of igst can be refundable or not.

If you are exporting goods or services then such itc is refundable otherwise it is not.
